Default WTB inscribable Straw Effigy req. Domination or Earth or Fire

I want to buy a inscribable(!) Straw Effigy with a requirement on Domination Magic (max. 11) or Earth Magic or Fire Magic. Please note that such an item can only drop from the loot chests after killing Urgoz or Kanaxai.

Alternatively the Straw Effigy could be not inscribable but with the values 20% faster cast and 20% faster recharge (or at least somewhere near that) with the same requirements as listed above.
